In January 1997, the Fusion Power Associates Board of Directors authorized an educational activity called the Coalition for Plasma Science (CPS) to operate under FPA auspices. The CPS operates under the following approved charter:
"The Coalition for Plasma Science is established to develop an educational outreach program and to engage in the development and distribution of educational materials on plasma science and fusion research. The Coalition will operate as a non-profit, tax-exempt activity under the legal framework of Fusion Power Associates (FPA), a 501(c)3 non-profit, tax-exempt scientific research and educational foundation.
"Although it is anticipated that the messages and materials developed by the Coalition will be compatible with the policies advocated by FPA, the Coalition will elect its own members and chairperson and develop its own educational materials and messages. The chairman of the Coalition will report annually to the FPA Board of Directors on the activities of the Coalition. Oversight of the activities of the Coalition by the FPA Board of Directors will only be excercised as a decision to terminate sponsorship of the Coalition's activities."
